Brookby Road Cleanfill

Pro-Floors is a significant supplier to the Auckland construction industry, offering a range of services from supplying and delivery of aggregates, machine hire, cleanfill tipping and civil works constructions.
They’ve recently obtained resource consent and engineering works approval for the development of a cleanfill site at Brookby Road near Brookby Village in South Auckland. One of the seemingly simply challenges of the development is ensuring that the large trucks required for the work have the ability to safety and efficiently turn into and out of the cleanfill site.

To facilitate this, Pro Floors engaged Kepa Consulting to oversee the construction of road widening works. The works entailed constructing an additional lane over a length of approximately 500m in addition to relocating services (power and telecommunications) and upgrading storm water drainage. Upon successful completion of the road widening works, Pro Floors has asked Kepa Consulting to oversee the entire construction of the cleanfill facilities, including access roading, noise bund and sediment and erosion control measures.

Suva Arterial Road Upgrading Project Package 2 (SARUP 2)

Over the years, Kevin and Kepa Consulting have been involved in a variety of projects with the Fiji Roads Authority (FRA). Most recently the FRA has asked Kepa to come to Fiji and to prepare Package 2 procurement documentation for one of the FRAs most ambitious projects: the Suva Arterial Road Upgrading Project (SARUP 2).

This $35M project is funded by the Asian Development Bank and World Bank and involves the pavement rehabilitation and services upgrade of sixteen key roads in the Greater Suva Area. The FRA intend to let a Design and Build Contract for the work. To ensure that they secure the best firms and resources to achieve the project goals, adhere to legal framework and meet time and budget requirements, Kepa is preparing the Request For Tender and Contract Documentation using FIDIC “Yellow Book” Conditions of Contract.

Glenbrook Beach Rezoning Application

The Owen Yorke Trust and McLellan Family own 20 ha of land at Glenbrook Beach and has recently obtained Special Housing Area status for their land. As a result, the Trust is making a submission to Auckland Council to have the land rezoned to single unit housing status.

To support the application Kepa Consulting has been engaged to prepare a Stormwater Management Plan for the land should it be developed for housing. In addition, Kepa Consulting has been engaged to present evidence on the proposed Stormwater Management Plan at the upcoming planning hearing.

Over the year’s Kevin has worked on a number of diverse  projects in his role as Civil Engineering Manager and Director with MSC Consulting Group, including a few notables:

Twin Parks Residential Development

Twin Parks is a Special Housing Area (SHA) designated residential subdivision development in Papakura SHA status having required consents to comply with the Proposed Auckland Unitary Plan (PAUP) for earthworks and stormwater. Kevin Wyborn was the Project Director and lead civil engineer for the resource consenting, the detailed design and construction supervision and administration of the 186 lot development.

The project was challenging given the peat soils and complex stormwater management requirements which incorporated attenuation ponds to mitigate the effects of the increased runoff from the developed site. The attenuation ponds were also designed to form part of the future Takanini Stormwater Conveyance Channel scheme. 

To address the challenges, raingardens were used to provide stormwater treatment of runoff from the roads and recharge pits to recharge groundwater in the peaty soils.  Additionally, the development incorporated a major wastewater pump station designed by Veolia Water to service the catchment.

Part of Kevin’s role was to oversee the construction of this 7m deep pump station and associated 2km rising main and emergency storage facility.

Hobsonville Marine Industry Precinct Launch Road 

Twenty hectares of land at Hobsonville Point were set aside for the development of a Marine Industry Precinct (MIP).

The MIP was primarily to cater for the construction of superyachts up to 90m in length – recognising New Zealand reputation in the super yacht construction market. The boats would be transferred from the MIP to the nearby deep water access at the Landings via “the launch road.”

MSC were part of the team engaged by Auckland Council Properties Limited (ACPL) to design the engineering aspects of the launch road, including the heavy duty road pavement, retaining structures, stormwater drainage and services.

ACPL’s brief was to develop a road that was functional but also offered an attractive environment for all users of the facility at Hobsonville Point.

To achieve this, the design incorporated use of a variety of surface finishes to the concrete pavement, carefully detailed pedestrian access and a feature retaining wall up to 7m in height and over 60m in length.

Auckland Transport Suppliers Panel

MSC, in association with Flow Transportation Specialists, were appointed by Auckland Transport (‘AT’) to provide specialist traffic and civil engineering design services for AT’s Crash Reduction Studies and Schools Pedestrian facilities upgrade project.

The multiple projects were undertaken via AT’s Suppliers Panel arrangement where MSC/Flow Transportation Specialists were one of five teams chosen to undertake the work for an initial period of three years. Kevin Wyborn was MSC’s Project Director for the AT Suppliers Panel work with a scope to undertake engineering design of pedestrian and intersection upgrade schemes developed by Flow Transportation Specialists.
